Dear Mr. Denton:

In accordance with the requirements of Generic Letter 82-14, Carolina Power &

Light Company (CP&L) hereby submits thirteen (13) copies of Revision 3 to the Shearon Harris Nuclear Power Plant (SHNPP) Emergency Plan. Three (3) of the thirteen (13) copies are being sent directly to the Region II Regional Administrator, Mr. J. P. O'Reilly, by copy of this letter.

The changes made in Revision 3 of the SHNPP Emergency Plan are based upon the following:

1. While writing detailed procedures, CP&L discovered enhancements and consistency improvements that necessarily affected the SHNPP Emergency Plan.

2. The protective action recommendations flow chart was revised to more closely follow the sequence of Information Notice 83-28 while incorporating the barriex concept of the Emergency Action Levels (EAL).

3. Additional information is provided xeflecting the EAL concepts contained in Plant Emergency Procedure (PEP)-101.

4. The PEPs list (Annex E) was revised to reflect the current configuration of the PEPs, which has consolidated many procedures and deleted procedures duplicating activities and pxocedures covered elsewhere in the plant manual.

5. The frequency of health physics drills, involving simulated elevated airborne and liquid samples, has been reduced to annually in accordance with NUREG-0654, Revision 1.

6. Other editorial and minor changes.

INSTRUCTIONS FOR UPDATING PLP-201

1. Remove , but do not yet discard the entire contents of the Emergency Plan binder.

2. Separate and save the following pages from the 'existing Revision 2 copy that you just removed from the binder:

All index tabs (1 through 7 and A through H)

Figure 1.5-1 Fig'ures 1.8-1, 1.8-2, 1.8-3 Figures G-l, G-2, G-3, and G-4

3. Discard all remaining pages of Revision 2

4. Before placing the new Revision 3 into the binder, insert the pages that you have saved from Revision 2 into Revision 3 at the following appropriate places:
