EMERGENCY DIESEL GENERATOR STARLFAILURE Pursuant to the requirements of 18 CFR 12.10(a), Conditions Affecting the Safety of a Project, this report documents a problem encountered with the Spillway Emergency Diesel Generator (SEDG) at the North Anna Main Dam.
On November 7,1995, the SEDG failed to start during performance of the monthly periodic test. Once the pre-operational checks were completed, the selector switch was placed in the test position, but the SEDG failted to start. The Operations Shift Supervisor was notified of the failed start. A corrective maintenance work order was immediately initiated to trouble-shoot and repair the SEDG. Trouble shooting activities identified oxidized contacts on the remote selector switch and a control relay.            I An open fuse was also identified. The contacts on the remote selector switch and                      !
control relay were burnished, the fuse was replaced, and other associated                            I components were checked for unusual readings. No unusual readings were identified. The SEDG was then successfully started. The periodic test was completed satisfactorily, and the SEDG was returned to service on November 8,1995. The control relay will be replaced during the week of December 4,1995. The remote selector switch will be replaced upon receipt of parts ordered. This letter constitutes
,      formal notification of near term corrective maintenance that is to be performed on the SEDG.
Failure of the SEDG to start did not pose any significant safety concems since normal AC power was available to operate the spillway gates. Additionally, the spillway gates are designed to be operated manually if a loss of both normal and emergency AC power occurs. Station procedures provide directions to Operations personnel if                        l manual gate control becomes necessary.                                                                '

The Nuclear Regulatory Cornmission was also contacted by telephone at 0948 hours on November 7,1995 due to notification of an offsite agency in accordance with 10 CFR 50.72(b)(2)(vi).
