Attached please find a copy of B&WCC memo CL-238 dated May 30, 1984, outlining the actions taken t'o resolve the Stop Work. ,

A. C. Ashworth V. E. Booker P. L. Caropino W. G. Chain J. R. Johnson M. L. Miller The following steps have been taken by B&W Construction Company to resolve the concerns of visual weld inspector qualifications.

1) B&WCC Quality Control Procedure 9-VIS-100, titled, " Personnel Qualification Visual Inspection" was developed to cover the require-ments of ASME Section III 1974 Subsection NF.
2) A review of the site training courses (see attachment 'A') which have been attended by the Level II Q.C. Mechanical Inspectors (Hanger Reverification) has been performed. Attachment 'B' contains a list of those Level II Q.C. Mechanical Inspectors that took the VT Examin-ations noting which inspectors are AWS Certified Welding Inspectors.
3) As required by 9-VIS-100, a general, specific and practical examination was given to the individuals shown in Attachment 'B'. These tests were given without additional training. All of the individuals passed the required examinations.

Based on the above, B&WCC has concluded that the on-site training was adequate to train inspectors for visual weld inspection under ASME Section III, Subsection NF. Also, the testing assures that personnel were adequately trained and had a thorough knowledge of visual weld inspection attributes and acceptance criterlac It is B&WCC's determination that the visual weld inspections performed prior to the visual testing and certification process was acceptable and therefore, no reinspection of those welds are required.
