Northem States Power Company Monticello Nuclear Generating Plant 2807 West Hwy 75 Monticello, Minnesota 55362-9637 December 11,1995 10 CFR Part 50 Section 50.90 U S Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 License Amendment Request Dated December 11,1995 Removal of Surveillance Requirement Conceming Periodic Replacement of Containment Purae and Vent Valve Seat Seal Attached is a request for a change in the Technical Specifications, Appendix A of the Operating License for the Monticello Nuclear Generating Plant. This request is submitted in accordance with the provisions of 10 CFR Part 50, Section 50.90.

This proposed amendment changes section 4.7, Surveillance Requirements for Primary Containment Automatic isolation Valves. The proposed change removes from the Monticello Technical Specifications surveillance requirement 4.7.D.4; replacement of the seat seals for the drywell and suppression chamber purge and vent valves every five years. The change is proposed as a cost beneficiallicensing action in that the deletion of surveillance requirement 4.7.D.4 has the potential of improving safety by allowing licensee resources to be shifted from an activity that has a no effect on safety to those that more significantly enhance safety. It is estimated that a cost savings of approximately $100,000 and a savings of 6 person-rem would be realized over the remaining life of the plant as a result of the proposed action.

Exhibit A contains a description of the proposed changes, the reasons for requesting the changes, a Safety Evaluation, a Determination of Significant Hazards Consideration, and an Environmental Assessment. Exhibit B contains the current Technical Specification pages marked up with the proposed changes. Exhibit C contains revised Monticello Technical Specification pages. Exhibit D contains a summary of the containment purge and vent valve leakage results.
