This letter is in regard to your letter, with enclosures, dated February 22, 1989 whereby 10 CFR Part you70submitted Fundamentalcertain proposed Nuclear Materialrevisions to y(our Control FNMC) currently approved Plan.

TherevisedFNMCPlanpagesdescribethematerialcontrolandaccounting(MC&A) procedures for fuel storage and fuel preparation with respect only to develop-ment and reproduction operations within the new fuel vault designated as MBA-8 of UNC's Unit 3 (L Building).

The submittal is in compliance with UNC's current License Condition 2.2 of Safeguards Amendment SG-1 which states that operations involving speciai approved nuclear 10 CFR Part material (SNM) 70 FNMC which Plan are will not benot described initiated in UNC's currently (NC&A) plan until appropriate changes have been approved.

Our review of the aforementioned MC&A procedures enclosed with your February 22, 1989 l letter, as well as the commitments contained in the letter itself, leads us to

! the conclusion that the revisions are consistent with acceptable current MC&A practices and meet the intent of regulatory guidelines and standards. We have further determined that the changes will not decrease the effectiveness of your safeguards program, nor will they adversely affect the common defense-and security nor the public health and safety, and are otherwise in the public interest.

Accordingly, License Condition 2.1 to Safeguards Amendment SG-1 to yese License No. SNM-368 is hereby revised, effective upon receipt of this letter, to read as follows:

2.1 The licensee shall follow Chapters 1.0 through 8.0 of its Fundamental Nuclear Material Control (FNMC) Plan, dated January 6,1988, designated as Revision 8; pages 4-25, 7-5 and 7-Sa dated August (Revision 9); pages 7-8 and 7-8a dated January 16, 1989 15,(1988 Revision 10);

pages 4-5, 4-21 and 4-21a dated January 27, 1989 (Revision 11); page j 5-6 dated February 15,1989.(Revision 13);pages1-3,1-6,2-Ic,2-2, 2-3, 2-4 and 7-7 dated February 20, 1989 (Revision 12) as well as the commitments contained in UNC's February 22, 1989 letter to D. J. Kasun, Acting Chief, Domestic Safeguards and Regional Oversight Branch, NMSS, USNRC and as may be revised in accordance with, and pursuant to, the provisions of either 10 CFR 70.34 or 70.32(c).

=k This approval is contingent upon satisfaction of the requirement that sep? rate approved changes to UNC's current Physical Security and Nuclear Criticality / Safety.

Plans must be obtained prior to the UNC Nuclear Material Control Group transfer of SNM into the new vault (MBA_8) and prior to start-up of any processing operations within MBA-8.

We have determined that your letter dated February 22, 1989 and the enclosures thereto contain CONFIDENTIAL - RESTRICTED DATA. It shall thus be protected as such and be withheld from public disclosure pursuant to 10 CFR 9.17(a)(3).
