Catawba Nuclear Station Docket Nos. 50-413 and 50-414

! Technical Specification Amendment l Cold Leg Accumulator Boron Requirements l Gentlemen:

l Please find attached proposed license amendments to Facility Operating License i Nos. NPF-35 and NPF-52 for Catawba Nuclear Station Unita 1 and 2, respectively.

The proposed changes to the Technical Specifications seek to allow more time to restore the boron concentration in an accumulator that is out of specifications.

The proposed changes continue to ensure that in the event of a LOCA, a sufficient amount of borated water will be injected into the core to maintain adequate cooling. The time extension is dependent upon the weighted average of the boron

concentration of the three limiting accumulators. This proposal would establish a. j lower limit of 1500 ppm volume weighted average for the'three limiting accumu-lators or to be in a one hour: action statement prior to initiating shutdown. Six:

hours would.be allowed for c. weighted average of 1500-1900 ppm and twenty-four l hours would be allowed if the weighted average is greater than 1900 ppm. The '

proposal also clarifies the bases based upon these proposed changes.: The proposed change is intended to improve the reliability / availability of Catawba.

Attachment I contains the proposed revision to the Technical Specifications. .

Attachment II contains the Justification and Safety Analysis in support of the proposed change. Attachment III provides a determination that the proposed change would not involve any significant hazards consideration as defined by 10CFR 50.92.

It should be noted that the same proposed changes have already been reviewed and.

approved for the McGuire Nuclear Station (see letter dated September 30,1986 from.

Mr. Darl Hood, NRC/0NRR, to Mr. H.B. Tucker, Duke Power Company, transmitting amendments Nos 64 and 45 to Facility Operating Licenses NPF-11 and NPF-17, respectively).
