Gentlemen:

Enclosed for your review, prior to our scheduled meeting of Nev9nber 29,1988,

is the SALP 8 Board Report for the Callaway Nuclear Plant, lovering the period

June 1, 1987 through August 31, 1988.

In accordance with NRC policy, I have reviewed the SALP Board Assessment and

concur with its ratings. It is my view thtt your conduct of nuclear activities

in connection with the Callaway facility was good. The plant has earned four

Category I ratings, three Category C ratings (one of them with an improving

trend), and no Category 3 ratings. There were no areas of decline from the

previous SALP report. Theta ratings reflect strono performance by management

and staff. Furthermore, management personnel generally demonstrated a high

degree of personal involvement in overall plant operaM 0ns, and was aggressive

and proactive in responding to safety concerns. This was evident

in your re 9anse to the issue of counterfeit flanges (NRC Bulletin 88-05);

in the Event Review Team initiative; and in your Safety System Functional

Assc>sment program. Your communications with the NRC are open and direct,

and are conducive to an excellent working relationship. In my opinion,

Callaway is a strong performer.

Notwithstanding the excellent performance history, one weak area is the

number of reactor trips (6). While this is a slight improvement from the

previous assessment period, it still remains too high. I recognize that

you have instituted an Event Review Team to analyze all trips and to recommend

correction actions, and that some improvements were noted during the latter

part of the assessment period. I encourage your continued attention to this

area. I further note the performance indicator event data early in the

assessment period also showed negative trends with two significant events,

four safety system actuations, and six safety systems failures. However,

there have been no such events since January,1988; this is also a positive

trend.

While you will have sufficient opportunity to present your comments at the

meeting on November 29, 1988, we also solicit written comments within 30 days

after the meeting to enable us to thoroughly evaluate your comments and to

provide you with our conclusions relative to them.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the SALP

Board Report will be placed in the NRC's Public Document Room.
