The following is the Initial Abatement Report.for the Surry Power Station Petroleum Release, PC# 94-3824. The report was initially .

due June 13, 1994; however, we requested and received an extension until August .15*,- 1994. The Initial Abatement Measures Checklist is attached.

On May 9, 1994, station personnel noticed a fuel oil odor near the laundry storm drains *.. Personnel then checked the discharge canal and found an oil sheen in.the canal .. Operations dispatched a crew to respond to the oil in the discharge canal. The response team placed an oil containment boom at the west end. 0f the canal which, in conjunction with the existing boom, .contained all but a small amount of the oil. Personnel then accomplished cleanup using sorbent pads and "socks".

Station.personnel inspected all pipes and storm water conveyances leading to the discha~ge canal. No further discharge of oil was found nor was there*any evidence of additional oil.in any discharge route from the station. *

  • Just prior to the discovery of the oil in the canal, the station had conducted a scheduled test run of an emergency diesel generator (EOG). Subsequent hydrostatic testing of the supply lines to the EOG indicated the existence of a leak. We believe that fuel oil leaked from the EOG supply lines and then made its way to the storm.

During the past few months, the station has been investigating the fuel oil line leak *. The leaking fuel oil line has been taken out of service. The interior of the pipe has been inspected with a boroscope, which allows personnel to view the inside surf ace of the pipe. Additionally, the station has pressure tested incremental lengths of the pipe in order to determine the exact location of the leak. The mechanism of failure has not yet been characteri*zed and the station is still attempting to determine the cause of the leak.
