The primary function of the Compliance group is to assure that plant activities which bear on the safety of the plant, plant personnel or the public are conducted in accordance with applicable Governmental, Corporate, Department and Plant regulations, standards and procedures.
This assurance is gained through a combination of monitor, review and audit activities. Currently the Compliance Engineer reports directly to the Nuclear Plant Manager. Under the proposed organizational alignment, he will report to the Technical Services Superintendent. This will allow a higher degree of management involvement in the Compliance activities. The Technical Services Superintendent will be responsible to the Nuclear Plant Manager for properly managing the Compliance functions. However, the Compliance Engineer will have uninhibited direct access to tne Nuclear Plant Manager on any problems for which he deems such contact desirable.

In summary, the proposed organizational restructuring and manpower additions will enhance the safe operation of Crystal River Unit 3. Net manpower will be increased, net qualifications will be increased through the additional manpower, key management individuals will remain although a somewhat different division of responsibilities will exist, the Plant Review Committee is unaffected, the Nuclear General Review Committee is unaffected, the Quality Programs Department is unaffected and the QC in-plant function will be increased.
In summary, the proposed organizational restructuring and manpower additions will enhance the safe operation of Crystal River Unit 3. Net manpower will be increased, net qualifications will be increased through the additional manpower, key management individuals will remain although a somewhat different division of responsibilities will exist, the Plant Review Committee is unaffected, the Nuclear General Review Committee is unaffected, the Quality Programs Department is unaffected and the QC in-plant function will be increased.

Reason for Proposed Change At the request of Florida Power Corporation, Emerson Consultants, Inc.

performed a study of the organization and operation of the Crystal River

  1. 3 Nuclear Power Plant to identify and evaluate the opportunities for improvement in such areas as organizational structure, mode of operation, manning, administrative systems and procedures, and documentation ficw and control.

As a result of this nudy, FPC proposes to reorganize the CR#3 plant staff in accordance with the revised Figure 6.2-2 shown on the attached Technical Specification page 6-3. Florida Power Corporation feels that this organizational change will enable the CR13 staff to better manage and operate the nuclear plant in all areas of plant operation.

Safety Analysis of Procosed Change The proposed change does not cause a decrease in the safety of the public or plant employees.

With regard to the Quality Assurance Program, we believe the proposed changes will not degrade its effectiver.ess and probably will enhance its overall effectiveness. The FPC QA program as related to Crystal River Unit 3 operations, is basically as follows:

QA - An independent Quality Programs Department conducts an audit program, including CR13 operations, which meets NRC approved criteria. This audit program will not be affected by the proposed change.

QC - The plant staff is responsible for Quality Control of its activities.

The proposed change has the net effect of adding approximately 32 new personnel to the plant staff. Included in these new positions are five Assistant Shift Supervisors and three Quality Control Inspectors. These additions will enhance the performance of QC activities.

Review - The Nuclear General Review Comittee provides an independent ,

review program which meets NRC approved criteria. This independent  !

review program will not be affected by the proposed change.

The Plant Reviaw Committee will retain the current individuals as members, and although the titles will be changed, the review function will remain unchanged. The addition of an additional :rember will strengthen the Committee.
