AC Sources-Operating B 3.8.1 BASES LC0 The 230 kV and 500 kV substations, while part of the (continued) offsite network, are not considered part of the circuit required by this LCO. The OPERABILITY of the circuit is supported by the substation provided the substation is capable of supplying the required post accident loads. The AC sources in one train must be separate and independent (to the extent possible) of the AC sources in the other train. For the EDGs, separation and independence are complete. For the offsite AC sources, separation and independence exist to the extent 3ractical. A circuit may be connected to more than one ES aus and not violate separation criteria. A circuit that is not connected to an ES bus is required to have the capability for the operator to transfer power to the ES buses in order to be considered OPERABLE.

APPLICABILITY Two onsite and two offsite AC sources are required to be OPERABLE in MODES 1, 2, 3, and 4 to ensure that:

, a. Acceptable fuel oesign limits and reactor coolant pressure boundary limits are not exceeded as a result of anticipated operational occurrences (A00s) or abnormal transients; and

b. Adequate core cooling is provided and containment OPERABILITY and other vital functions are maintained in the event of a postulated DBA.

AC Sources-Shutdown B 3.8.2 BASES LCO One of the following qualified circuits is required to be (continued) OPERABLE to satisfy this LCO:

a. The offsite power transformer, cabling through breakers 3211, and 3212, connecting to ES bus 3A and 3B respectively.
b. The BEST transformer, nonsegregated-phase bus through breakers 3205 and 3206, connecting to ES bus 3A and 3B respectively.
c. Back feed from the 500 kV substation through the Unit 3 step-up transformers and the Unit 3 auxiliary transformer, nonsegregated-phase bus through breakers 3207 and 3208, connecting to ES bus 3A and 3B respectively. In order to make use of this power source, the step up transformer must first be manually disconnected from the CR-3 main generator by disengaging the disconnect links, and the backfeed ground fault protection scheme enabled.

The 230 kV and 500 kV substations, while part of the offsite network, are not considered part of the circuit required by this LCO. The OPERABILITY of the circuit is supported by the substation provided the substation is capable of supplying the required post accident loads.

The EDG must be capable of starting, accelerating to rated speed and voltage, and connecting to its respective ES bus on detection of bus undervoltage. The EDG must be capable of shedding non-essential loads, starting and picking up the ES bus, and must continue to operate until offsite power can be restored to the bus. These capabilities are required to be met from a variety of initial conditions such as the EDG in standby with the engine hot or the EDC in standby at ambient conditions.

Only the following three subsystem ties are provided between the two diesel generator units:

Control power for each emergency diesel generator is supplied from the appropriate 125/250 volt Ciass 1E DC plant battery, e.g., emergency diesel generator _3A control power is supplied from battery 3A.

Circuits supplying control power to che diesel generator units are separated in accordance with Section 8.2.2.12, e.g. circuits for control and power for the diesel generator 3A unit is routed only-via an ES A raceway, Emergency diesel generator control is shown in Figure 8-9 and each is provided with the following local and remote alarms:

Fan isolation dampers open when the fan is energized and close when de-energized, Room relief dimper opens on diesel stort or fan start and remains open while either is running. The diesel room WA44t4ng ggdgg fans AHF-22A, AHF-228 AHF 22C, and AHF-220 and associated HVAC control c cinets 20 and 19, respectively, are Seismic Class 1. The diesel room unit heaters, AHHE 9A and AHHE 9B: the diesel generator control roort unit heaters, AHHE-15A and NIHE-15B: and thg_dleieLaenetalog control room exhaust fans, AHF 28A and NiF-288, are Seismic Class 111.

3. Intermediate Building - The Intermediate Building Ventilation System includes an outside Air Supply System located at the north portion cf the Intermediate Building and an Exhaust System located at the vest portion of the Intermediate Building. Both the Supply and Exhaust Systems include two 100% capacity supply units. AHF-24A and AHF 24B and two 100', capacity exhaust units AHF 29A and AHF 29B. The system supplies filtered outside air at the north end of the Intermediate Building through one 100% capar.1ty roughing filten. NiFL-6, draws it through the building and exhausts it at the west end of the building. The supply fan cperates on demand of a room thermostat.

Maximum flow rate thr0 N the Intermedsate Building is approximately 6 air changes per hour. Each f perating fan is isolated from the inactive fan by air operated discharge dampers. Dampers for each fan are supplied from piped control c4r and from a standby reservu bottle. High temperature switches in the air intake and in the Intermediate Building stop supply fans and alarm in the control room. A low temperature sensor in the Intermediate Building alarms in the control room. A prodtcts of combustion detector in the Intermediate Building alarms in the control room. All equipment and controls of this system are Seismic Class 111.
