Dear Mr. Denton:

Carolina Power 2 Light Company (CPttt:L) commits to install a permanent test switch to per mit the use of a loss of offsite power (LOOP) signal to initiate diesel generator operation. This modification is being made to facilitate requirements of Technical Specification 0.8.1.1.2e as discussed with your staff. The modification will be completed prior to the receipt of a full power operating license for the facility.

Based on further discussions with your staff, the requirement to use a safety injection (SI) signal coincident with a LOOP signal as one of the diesel start signals for the 180-day interval test, can be deleted from the Technical Specifications. This coincident signal may be deleted because the separate testing of the SI and LOOP signals already covers the required diesel generator starting circuitry. Therefore, testing of the coincident signals is unnecessary.
