RE: Three Mile Island Unit 1 It was indeed an unfortunate accident that occurred to the TMI Nuclear Plant #2; however, we cannot let one ircident stop progress in the nuclear energy prograr::.

Power costs continue to escalate at a rapid rate. It is estimated that our July costs will be 18% higher than July 1978.

Since inported oil is not the answer to our energy problems, the Nation has no choice but to further develop nuclear energy.

Dear Mr. Hendrie:

As a manager in an industry which is energy intensive, I have a natural concern about the avnfinhility of reasonably priced electric power.

The recent events at 'Ihree Mile Island resulted in an fMinte and severe fhcial impact on Metropolitan Edison and its cusempts.

~. Presently, replacanent power to supply the needs of Met-Ed custcxtrrs is costing about $10 millinn per month. Rhen 'IMI Unit 1, which was not involved in the recent accident,is returned to service, the reo'me-ment energy costs will be reduced by about $6 million each month. Ob-viously, the savings to the utility and its custcxners is significant.

To reduce the financial burden on Met-Ed and its customers, it is essen-tial that 'IW. thit 1 be returned to service as soon as possible. Assuming that all reg,ulatory-safety procedures have been car:pleted, please do everythine,possible to expedite the necessary approval.

I'm aware of the seriousness of your upcoming decision whether to allow Met-Ed to start up unit one at TMI. I feel this should be allowed without delay if they have complied with all the new controls as provided for in your regulatory. Met-Ed should not be penalized simply because they are Met Ed. They are an excellent utility and have provided excellent service to East Penn for over 32 years and have always provided

' competitive rates and reliable service for our very competitive industry.

It is not Met-Ed that is alone being penali ed but rather the consumers and more so people in industry who must compete with other manufacturers around the country who are not faced with these unnecessary costs.

Eurdett Oxygen Company is currently ope.c... .g an air #,pJ) o separation plant in Reading, Pennsylvania. Our monthly power censumption in manufacturing operatiens is 6 million kilowatts.

Since the accident at Three Mile Island Number 2 gen- #

erating facility, cur power costs have increased by approxi-mately 20^5. This increase in rate reflects passed en chcrges for power purchased by Metropclitan Edison in replacement cf pcwer which would have been generated at the Three Mile Island facility.

In our rate structure we are currently being charged a fixed rate representing the facility fee for Three Mile Island Number 1 generating station. Eurdett has been given assurance that the Number 1 facility was undamaged in the accident. In addition, the NRC has allowed recommissicning of all other Babcock & '.'ilecx reacters of this ty e follow-ing modifications as prescribed by the :FiC. Three Mile Island Number 1 cculd easily be prepared for restart before January 1, 19c0.

The NOC should sericusly consider allowing the restart of Number 1 unit as per the other 3abcock & 'lilcox reactors as scon as safely possible. ~'his action will allow Eurdett Cxygen Company and the other manufacturing industries to receive the benefit of a viable generating staticn fcr which we are currently paying the capital cost and once again have cur products be competitive i' the marketplace with those produced in areas not served oy Metropolitan Edison.

As a large consumer of energy in the form of kilowatt hours, it has been brought to our attention that there could be a substan-tial increase in the energy cost adjustment by our supplier, the Pennsylvania Electric Company.

Pelelec indicates that failure to permit the start-up of Three Mile Island Unit #1 as soon as feasibly safe to do so, would re-quire an addition of 1.5 mills or 23% after January 1, 1980 to the energy cost adjustment which is currently at 6.5 mills per kilowatt hour.

Quaker State urges you to proceed immediately with a thorough review of the safety requirements for TMI Unit #1, and to subse-quently pemit the start-up of this Unit as soon as all necessary safety precautions have been performed. The current energy crisis demands that we utilize all available safe energy sources. We believe that the TMI #1 can be a source of safe energy.

Dear Sir:

My company is one of the major users of power in Berks County supplied by Metropolitan Edison Company. The cost of electricity in the manufacture of our v:.rlous products is a most significant item. It is my understanding that our costs of electricity will escalate considerably as time goes on if the Unit #1 at Three Mile Island is not returned to service.

I request that you approve the reactivation of Unit #1. I fully recog-nize that Metropolitan Edison must comply with all of the NRC modification requirements.

If there is a long term outage of Unit #1; as I have already mentioned, our costs will be adversely effected because of the expensive power replacement from Metropolitan Edison. It la my personal strong feel-ing that nuclear power is here to stay, and that it is one of the viable alternatives that must be developed in our country. Again, I urge your favorable decision to allow Metropolita's Edison to reactivate Unit #1 at Three Mlle Island.
