Dear Mr. Ahearne:

It is most disturbing to hear that the NEC is holding up the restarting of TMI-1.

Don't you think that it is time to make an assessment of the net effect of NEC's role in the U.S. Nuclear program?

A. Safety:

Since there has never been any known death or injury from the operation of a nuclear energy plant in any country, NRC's role is neither exemplary nor deficient compared to any other country.

3. The status of the U.S. nuclear energy program in view of American technology and pride for getting things done quickly and efficiently, regarding:
1. Quick and efficient licensing of nuclear plants.
2. The advancement of the U.S. nuclear energy program to replace OPEC oil.
3. U.S. leadership in world nuclear energy.

Mr. Ahearne - regarding B., would you say that the NRC has:

Done an effective job to promote and advance safe nuclear energy ?

or Has stifled the U.S. nuclear energy program with poor management, excessive regulations and massive red tape that has ground it to a halt!

I have just heard of a company that makes Louvers - stationary and inert items that just sit in a wall - that will not bid on any more nuclear plants because of the excessive paperwork, regulations and red tape. And that's for an item that doesn't move!

Mr. Ahearne, how would you rate your net effect 7 cc: President Reagan Very truly ouys , M 509,
