Gentlemen:

The purpose of this letter is to propose a change to the Beaver Valley Power Station Appendix A Technical Specifications. Since this request cen-tains information which is proprietary we are enclosing:

1. Three (3) signed originals and thirty-seven (37) copies of this request (proprietary)

2. Five (5) copies of this request (non-proprietary)

3. One (1) copy - Application for Withholding and One (1) copy - Affidavit AW-76-8 This change is being submitted to allow a deviation between rod demand l

indicators and analog rod position indic tors of 1 16 steps. The analysis that hr.s been performed provides that a total misalignment of 1 32 steps is acceptable. For that reason, we also propose that the individual rod position j indication system accuracy also be increased to i 16 steps. The analysis was performed for cycle 2 operation only and we propose that the technical speci-fication be amended for this cycle only.

Safety Evaluation The analysis performed by Westinghouse using THURTLE calculations determined the maximum penalties that can be expected with a 32 step (20 inches) rod misalign=ent of a single rod from the bank demand indicator.

Attachment 1 su=marizas these penalties. The analysis has determined the impact of these penalties on peaking factors in less than the existing conservatism applied in the original analysis. Therefore, with a rod misalignment of 32 steps, the predicted maxi =um FAH and Fq values will be below the limit allowed by the Technical Specifications.

This request contains proprietary infor=ation of the Westinghouse Electric Corporation. In conformance with the requirements of 10 CFR 2.790 as amended, we are enclosing with this request an application for withholding from public disclosure and an affidavit. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission.
