I am grateful that you are advocating for a thorough license amendment and public review before any restart of San Onofre, and that you called for a report to be released to the public which provides Southern California residents, including my constituents, insight on the design of San Onofre's now crippled replacement steam generators.

Thank you for urging the NRC to make no decision about restarting San Onofre before completing its ongoing investigation of issues, including those raised by the report.Thankfully, Edison has indicated it may pursue a license amendment to restart Unit 2 which could allow for an appropriate level of public review, information and input before a restart. I have concerns, however, of any proposed 'No Significant Hazards Consideration' (NSHC) analysis demonstrating that the license amendment does not involve any significant safety risks. A NSHC would effectively deny the public a meaningful hearing before the license amendment is issued. Furthermore, the NRC has scheduled an upcoming meeting to discuss Edison's license amendment and the NSHC request in Rockville, Maryland.

The appropriate place for such a meeting is in Southern California, where citizens whose lives will be most impacted by the matters discussed may directly participate.
