CITY OF INDUSTRY Incorporated June 18, 1957 March 4, 2013 Senator Dianne Feinstein 331 Hart Senate Office Building Washington, DC 20510

Dear Senator Feinstein,

The City of Industry is a 12 square mile city that is home to many large manufacturing and commercial businesses. As the City of Industry City Manager, I am writing to express support for a fair and inclusive regulatory process currently underway for the proposed restart and operation of the San Onofre Nuclear Generating Station (SONGS) Unit 2. I strongly believe that maintaining a public and transparent regulatory process is vital for the quick restart of the critical generation that SONGS provides to the area. I strongly believe that Southern California Edison should be allowed to restart and operate SONGS as proposed in their Return-to-Service Action Plan if the Nuclear Regulatory Commission (NRC) determines they have sufficiently completed the compensatory and corrective actions requested in the March 27, 2012 Confirmatory Action Letter.

SONGS provides up to 2,200 megawatts of clean, emission free base load electricity which is approximately 10% of the regions power requirements. It also serves a critical function of providing the regional transmission system with voltage support throughout the year.

California (as well as City of Industry) businesses are facing a tough economy and with thousands of jobs and public services that depend on a reliable power system, SONGS serves a critical function of providing voltage support throughout the year. Developing alternative sources of energy to offset the loss of power generated at SONGS may be necessary, but I am concerned that no source will be able to be put into place quickly enough to provide for the immediate reliability that our businesses need during peak conditions.

Finally, our fragile recovery into strong economic growth requires affordable, reliable power to our businesses. Therefore, I encourage the NRC to continue moving forward with the existing process and look forward to a favorable restart of SONGS.

If you have any questions, please feel free to contact me.

Sincerely,/

City Manager KLR:cb P.O. Box 3366, City of Industry, California 91744-0366 - Administrative Offices: 15625 E. Stafford St. (626) 333-2211
