Dear Congressman Issa:

On behalf of the San Clemente Chamber of Commerce and our nearly 500 member organizations, I am writing to support a fair and inclusive regulatory process for the proposed restart plan and operation of the San Onofre Nuclear Generating Station (SONGS) Unit 2.

The Chamber believes that Southern California Edison should be allowed to restart and operate SONGS as proposed in their Return-to-Service Action Plan if the Nuclear Regulatory Commission (NRC) determines they have sufficiently completed the compensatory and corrective actions requested in the March 27, 2012 Confirmatory Action Letter.

With growing electricity demand, businesses in California will need even more clean, reliable and efficient electricity to keep running without interruption day and night. The California economy is facing a tough, uphill climb out of the recession. It is no surprise that companies have been leaving California in search of lower costs of doing business. Nuclear power is one of the lowest-cost producers of baseload electricity and has a lower production cost than coal or natural gas which helps reduce the price of electricity for businesses.

SONGS is vitally important to all of Orange County, but especially to communities such as San Clemente, in the immediate vicinity of the plant. Not only is reliable electricity vital to the continued operation of our member organizations, but the plant and plant employees are also important customers for our restaurants, hotels and other retail establishments. Southern California Edison and its employees also provide local charities with more than $300,000 annually in contributions plus thousands of hours of voluntary community service.

We are confident that Southern California Edison is focused on protecting the health and safety of the public, as they have done for the over 40 years the plant has been in existence. Getting SONGS back online as soon as possible is the only long-term electricity solution for maintaining a healthy economy in San Clemente.

On behalf of the Central City Association (CCA) and our 450 members, employing more than 350,000 individuals across the Los Angeles region, I am writing to express CCA's support for an inclusive regulatory review process that will permit the restart and operation of the San Onofre Nuclear Generating Station (SONGS) Unit 2 in a timely manner.

Upon careful analysis and inspections, Southern California Edison (SCE) has concluded that A..r.C....1 04.4.

SONGS Unit 2 can be operated safely and in compliance with industry norms. If the Nuclear Regulatory Commission (NRC) determines that SCE has addressed all the corrective actions, we believe operations at SONGS Unit 2 should resume immediately. With growing electricity demands, California businesses and residents are increasingly relying on clean, reliable and efficient electricity.

While we share your safety concerns and applaud your due diligence over the course of the last nine months, our members have concerns regarding the review process. Such reviews often involve a thicket of hearings, appeals and other steps that can take as long as two years to complete. CCA is asking for a fair and transparent process. We believe the proposal by SCE to restart Unit 2 at 70% of full power for 5-months, before taking it offline again for further inspections and safety precautions, is a reasonable request, unless the NRC have identified additional violations.

Today, California relies on nuclear energy for one-fifth of the state's electricity. Since its

beginnings in 1968, SONGS has produced more than 350 billion kilowatt-hours of electricity, va.cm...p.y£W.I exceeding all other individual power sources in the region. It has been a constant source of reliable energy and, it will continue to be, especially in meeting the state's air quality standards to reduce greenhouse gas emissions.

On behalf of TLW Legal and Government Support Services, a Minority and Woman-Owned business operating in the state of California, I am writing to express support for a process that leads to the safe restart and operation of the San Onofre Nuclear Generating Station (SONGS) Unit 2. As an energy-based, strategic solutions company, we understand the importance of maintaining adequate energy resources to meet current and future demand. It is imperative for the reliability and system stability of the power grid in the state of California and throughout the region to allow Southern California Edison to bring SONGS back on line in accordance with the effective execution of their proposed Return-to-Service Action Plan and sufficient completion of the compensatory and corrective actions outlined in the March 27, 2012 Nuclear Regulatory Commission (NRC) Confirmatory Action Letter.

TLW Support Services employs professionals formerly employed by the largest electric utilities in the US. We know first-hand that developing alternative sources of energy to offset the loss of power generated at SONGS was necessary as an interim measure, but there is concern that it may not be a viable reliability or economic option for a sustained resource solution. Undergoing construction of new energy facilities to replace SONGS is a multi-year endeavor and may not be the most optimal solution considering the immediate need. A systematic restart of SONGS could provide a level of stability and predictability that our industry and communities deserve. It is also important to maintain a diverse energy mix that includes nuclear to manage the impacts of volatility in fuel prices that may result from reliance on any single energy source.

As a minority business owner, I am intimately aware of the issues facing African American businesses and residential communities. Our communities depend on these resources to "keep the lights on" and "keep energy costs manageable." Continued economic growth in the business and residential community in California and beyond is dependent on the continued operation of energy facilities like SONGS that provide jobs to residents of our communities and business contracting opportunities to business owners from our communities.

Dear Commissioner MacFarlane:

On behalf of the Costa Mesa Chamber of Commerce, our over 400 members, and our more than 4000 Costa Mesa businesses - all of which depend upon affordable and reliable energy - I strongly support a fair and inclusive regulatory process for the proposed restart and Southern California Edison's (SCE) resumed operation of the San Onofre Nuclear Generating Station (SONGS) Unit 2 reactor.

With growing electricity demand California businesses will need even more clean, reliable and efficient electricity to continue running without interruption day and night. When operating, SONGS provides up to 2,200 megawatts of electricity, about 10% of the peak daily electricity usage in the region, and provides a base of power to serve customers' needs day and night regardless of the weather. This cannot be duplicated by other clean power facilities such as wind farms or solar stations which do not run 24-7, cannot produce equivalent levels of power and don't provide the same voltage support.

With the California economy still inma tough, uphill climb out'of the recession, it is imperative that regulators encourage lower costs of doing business. Nuclear power is one of the lowest-cost producers of baseload electricity and has a lower production cost than coal or natural gas, helping to reduce the price of electricity for businesses. Although current cheap prices of natural gas are prompting a rise in its use for electricity production, it is important to maintain a diverse energy mix that will dampen any swings in fuel prices and the availability of any single energy source.

If SONGS Unit 2 remains offline beyond 2014, SCE would need to consider a combination of other generation resources and/or construction of transmission lines throughout the LA and OC region. But, the multi-year regulatory reviews and approvals needed for new construction take time and businesses cannot afford a blow to the critical infrastructure, but would greatly benefit from the continued operation of SONGS with the stability and predictability that nuclear power brings to the energy mix.

SCE and its employees have been invaluable partners in Southern California, supporting charities, schools and communities not only with financial contributions, but also with thousands of hours of voluntary community service. SCE is not just an energy provider, it has earned a place as a valued neighbor - a neighbor that deserves our support and faith in its ability to operate SONGS safely.

I have studied the issue of San Onofre and believe that the San Onofre Station should be put back into operation as soon as possible.

As a residential customer, I am concerned about the reliability of power for myself as well as my relatives and neighbors. The California economy is facing a tough, uphill climb out of the recession. Should San Onofre remain offline beyond 2014, SCE would need to consider a combination of other generation resources and/or construction of transmission lines throughout the Los Angeles and Orange County Basin.

While current cheap prices of natural gas are prompting a rise in its use of electricity production it is important to maintain a diverse energy mix that will dampen any swings in fuel prices and the availability of any single source.

Dear Chairwoman Macfarlane:

On behalf of the Huntington Beach Chamber of Commerce and our 700 plus members, I am writing to support a fair and inclusive regulatory process restart plan and operation of the San Onofre Nuclear Generating Station (SONGS) Unit 2.

The Chamber believes that Southern California Edison should be allowed to restart and operate SONGS as proposed in their Return-to service Action Plan, if the Nuclear Regulatory Commission (NRC) determines they have sufficiently completed the compensatory and corrective actions requested on the March 27, 2012 Confirmatory Action Letter.

With growing electricity demand, businesses in California will need even more clean, reliable and efficient electricity to keep running without interruption day and night. The California economy is facing a tough, uphill climb out of the recession. It is no surprise that companies have been leaving California in search of lower costs of doing business. Nuclear power is one of the lowest-cost producers of base load electricity, the cleanest in its impact on the environment and has a lower production cost than coal or natural gas helping to reduce the overall price of electricity.

Developing alternative sources of energy to offset the loss of power generated at SONGS may be necessary as well, but the Chamber is concerned that no source will be able to put into place quickly enough to provide the immediate reliability that our businesses need 24/7. While cost is not the concern of the NRC, what the cost will be to create new power plants, transmission lines and enabling alternative sources of power does indeed weigh heavily on the minds of every business owner in Southern California.

In addition, I personally attended the NRC's Public Meetings at both the St. Regis Monarch Beach Resort in Dana Point and more recently at the Hills Hotel in Laguna Woods. Both I and many of my colleagues were concerned with the lack of input the NRC sought from the impacted business community throughout those meetings. We need a safe solution devoid of politics and if restarting Unit 2 is viable we need that restart completed in a timely manner with no further delays.
