Dear Senator Boxer:

On behalf of the Southern California Water Committee, I am writing to express our support for Southern California Edison's Return-to-Service Action Plan to safely restart and operate the San Onofre Nuclear Generating Station Unit 2 (SONGS) that was submitted to the Nuclear Regulatory Commission (NRC).

The Southern California Water Committee represents members from public water agencies, agricultural organizations, local government and business interests from Kern County down through San Diego.

Promoting a reliable water supply is our organization's core mission, and California cannot have reliable water supply operations and deliveries without reliable energy sources.

Twenty percent of all energy used in the state is from water and wastewater sectors, making those sectors the single largest energy consumers. The relationship between energy and water is clear-low cost, clean energy sources are essential for the movement and delivery of water supplies throughout California.

San Onofre offers an important source of energy for California's public water agencies, businesses and other consumers--one that cannot easily be replaced. Any new project could take years to come to fruition, leaving a major void in California's energy portfolio.

The benefits of restarting San Onofre go beyond reliability. Nuclear power is helping California meet greenhouse gas emissions goals. It also has a lower production cost than coal or natural gas, which helps reduce the price of electricity for businesses. Water and energy together sustain California's economy, and without reliable sources of both, the climb out of this recession will only get harder.

As a result, the Southern California Water Committee encourages the NRC to continue moving forward with the existing process and look forward to a favorable restart of SONGS.
