Dear Senator Boxer:
I am the chief executive officer of the local union, Utility Workers Union of America, Local 246, that represents the workers that operate and maintain the nuclear reactors at the San Onofre station. I am also a licensed reactor operator certified to operate the unit 2 and unit 3 reactors at San Onofre.
Our members have safely operated and maintained the SONGS units since the 1960s when San Onofre Unit I began operation. We are highly skilled and trained and take our commitment to protect the health and safety of the public very seriously. We understand that nuclear technology' is special and unique, and that we have been entrusted by the public to operate that technology to serve their interest by providing safe and reliable electrical energy for California.
As the people who operate the plant, we have first-hand knowledge of the safety practices at San Onofre; both employee safety and public safety. We have the greatest stake in assuring the safety of the plant because our members work there and our families live in the nearby communities. We have decades of experience working with the Nuclear Regulatory Commission (NRC), the Institute of Nuclear Power Operations (INPO), and other regulators, both as part of our job and as whistleblowers. We have found NRC inspectors to be professional, competent and independent of political or corporate influence. We are confident they will uphold the highest standards of public and employee safety, if allowed to do their jobs.
We support close public scrutiny of efforts to restart Unit 2 because we too want unit 2 started only if it can be done safely. As knowledgeable professionals and craftspersons ourselves, we bring a unique informed point of view to that process. We are convinced the public interest in safety, in environmental quality, and in avoiding economic hardships from unstable electric reliability and prices will be best served if the NRC completes its work swiftly and thoroughly. Your support for this outcome and your efforts to bring it about are greatly' appreciated by the UWUA members I represent.
