Dear Madam Chairman:
I am responding to your letter of May 23, 2013, addressed to Chairman Macfarlane, requesting all correspondence between Southern California Edison (SCE) and Mitsubishi Heavy Industries (MHI) dealing with the design work for the San Onofre Nuclear Generating Station (SONGS).
NRC inspectors are authorized to review licensee or vendor controlled documents and records at any time during inspections on licensee or vendor owned property. Normally, inspectors do not take control and possession of these documents, but list them as documents reviewed in the inspection report. Inspectors may take temporary possession of certain documents (such as those used in supporting a decision or action on behalf of the agency), but normally return the documents to the licensee, or dispose of them after the inspection report is issued. In the case of SONGS, the NRC staff currently has possession of a small number of documents between SCE and MHI related to the design work for the SONGS replacement steam generators. Copies of two of those documents are enclosed. We are still gathering additional material and will be communicating with you further by close of business on Monday, June 3, 2013.
