UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001

SUBJECT:

CY 2023 - RESULTS OF THE U.S. NUCLEAR REGULATORY COMMISSION ANALYSIS OF THE DECOMMISSIONING FUNDING STATUS REPORTS FOR VARIOUS DECOMMISSIONING REACTORS To All Nuclear Reactor Licensees in Decommissioning:

As required by its regulations, the U.S. Nuclear Regulatory Commission (NRC) received the annual decommissioning funding status (DFS) reports for the various decommissioning nuclear power reactors and non-power reactors listed in the enclosed table.

The NRC has reviewed and analyzed the decommissioning cost estimates provided for these facilities, as required by Section 50.82, Termination of license, of Title 10 of the Code of Federal Regulations (10 CFR). Considering the information provided by the licensees, including the reported decommissioning trust fund balances, as well as earnings assumptions, the NRC has determined that the licensees listed in the enclosed table have satisfied the decommissioning funding assurance requirements of 10 CFR 50.82.

This letter confirms the correspondence, noted in the enclosed table, regarding DFS reports for permanently shutdown power reactors as required under 10 CFR 50.82(a)(8)(v)-(vii). As of the date of this letter, considering the information provided by the licensees, the NRC has determined that the licensees responsible for the various facilities listed in the enclosed table have satisfied the decommissioning funding assurance requirements of 10 CFR 50.82 for these power and non-power reactors as of December 31, 2023. This assessment was conducted in accordance with NRC Procedure REFS 70-15-00, Revision 0, Procedures for NRCs Independent Analysis of Decommissioning Funding Assurance for Operating Nuclear Power Reactors and Power Reactors in Decommissioning, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23129A781; dated May 11, 2023).

In accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding, of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS. ADAMS is accessible from the NRC website at https://www.nrc.gov/reading-rm/adams.html.

September 18, 2024 If you have any questions concerning this matter, please contact the respective project manager, as identified at ML24151A648 for the identified facility or contact me at 610-337-6954.

Sincerely, Nikki S. Warnek, Acting Chief Reactor Decommissioning Branch Division of Decommissioning, Uranium Recovery, and Waste Programs Office of Nuclear Material Safety and Safeguards
