Dear Hr. O'Reilly:

In accordance with the requirements of 10 CFR 50, Appendix E, Carolina Power &

Light Company hereby submits one (1) copy of the Plant Emergency Procedures (PEPs) for the Shearon Harris Nuclear'Power Plant (SHNPP). As requested by the above referenced regulation, two copies of this letter and enclosure are being sent directly to the Document Control Desk (Washington, DC) by copy of this letter. The enclosed PEPs are the implementing procedures for the SHNPP Emergency Plan as listed in Annex E of the Plan. PEPs-323, 342, 402, and 500 are not fully developed at this time but will be submitted to the NRC no less than 180 days prior to the scheduled issuance of an operating license as required by 10 CFR 50, Appendix E. PEP-404 is to be deleted from Annex E of the SHNPP Emergency Plan in a future revision due to the incorporation of the Public Information Brochure. This submittal also satisfies the commitment in Safety Evaluation Report (SER), Supplement 1, Section 13.3.2.4(1) for SER Open Item 12.
