Enclosed for your information and use in connection with the antitrust review of Carolina Power 2 Light Company's application for a license to operate the Shearon Harris Nuclear Power Plant is a letter to you signed by Thomas Bolch, General Counsel for the North Carolina Electric Membership Corporation (NCEMC)9 and Charles Barham, Senior Vice President and General Counsel of CP3tcL.In that letter, Mr.Bolch and Mr.Barham advise that good faith negotiations between NCEMC and CPRL for the sale of capacity and transmission by CP3tcL to NCEMC are continuing.
 
As they point out in their letter, negotiations of this type are inherently complex and lengthy, but both parties are making every effort to reach an agreement.
