A public meeting was held on March 28, 2019, via teleconference, at the request of Northern States Power Company, a Minnesota corporation (NSPM), d/b/a Xcel Energy to discuss seismic considerations for a license amendment request to increase the amount of special nuclear material authorized for storage at the Prairie Island Independent Spent Fuel Storage Installation (ISFSI). The meeting was noticed on March 11, 2019. The meeting agenda is provided as . The list of attendees is provided as Enclosure 2. Presentation slides were not used during the meeting. | |||
Discussion NRC staff stated that construction of a new storage pad might affect the existing storage pads. | |||
In addition, the location of static and dynamic loads would impact a structural review of the new storage pad. Therefore, NRC staff would want to see seismic loading information in reviewing the license amendment. NSPM reiterated their belief, as provided in the February 28, 2019, pre-application teleconference, that the intended scope of the license amendment request (LAR) was limited to the change in the maximum amount of spent fuel that may be possessed under the ISFSI license. NSPM had assessed the current design and construction details of the new pad per the requirements in Title 10 of the Code of Federal Regulations (10 CFR) 72.48. | |||

Background
