< Gentlemen:

In Reference 1 we transmitted. to the NRC a copy of CPRT Project Procedure CPP-022, " Supplementary Evaluation of Visual Welding Inspection Techniques",

which provided. details of a program for inspection of painted safety related .

non-pressure boundary welds.

In Reference 2 the NRC staff. indicated that this procedure was consistent with guidance which had been provided previously in meetings and correspondence, l,

3 provides a summary of meetings and correspondence regarding

inspection of' coated non-pressure boundary welds and provides an approach that is acceptable to the NRC for'the inspection of coated welds.

An inspection of a random sample of coated welds was performed in accordance

r. with the procedure provided in Fieference 1. The results of the inspection  !

were satisfactory in that there were no safety significant welding  !

deficiencies identified in the sample. However, upon review of the procedure l

'and the results it was-determined that this sample population was not

s. sufficiently homogenous to allow a single sample to represent all non-pressure boundary welds. Thus no generic conclusions could be drawn.

Subsequently, an additional sampling plan was developed as described in Specific Technical issue Report, STIR-SWEC-M-002, entitled " Reinspection of lE . Coated Welds". The scope of this evaluation includes pressure boundary welds.

. Inspection samples, representative of each population were selected and I inspected in accordance with Field Verification Method, CPE-SWEC-FVM-ME-102. l This procedure is consistent with the guidance provided by Reference 3.

Section 3.8.3 of Reference 3 requires that the "results of this reinspection be. reviewed and assessed jointly by the NRC Materials Engineering Branch, Comanche Peak project, and Region IV staff". The NRC has been reorganized since the issuance of. Reference 3, we therefore anticipate that this review will.be coordinated by the Office of Special Projects (OSP).

The inspection of the coated weld samples is now complete. We are prepared to support the OSP review and assessment of inspection results at the convenience I of the OSP.
