Dear Mr. Noonan:

In response to the referenced letter, Texas Utilities intends to utilize experienced Shift Advisors to enhance on-shift experience at the Comanche l Peak Steam Electric Station (CPSES) unti_1 each shift meets the experience requirements addressed in NRC Generic Letter 84-16. A proposed condition of license to this effect is included in the CPSES Safety Evaluation Report (NUREG-0797), Supplement No. 6. The Shift Advisors will continue to participate in Shift Advisor Requalification Training as specified in CPSES l procedures and will be involved in simulator training and periodic l comprehensive simulator exercises with the shift crews.

In addition to the benefits realized from the continued use of Shift Advisors, licensed operators and senior operators will continue to observe and participate in evolutions at operating units that are similar in design to CPSES. Prior to initial operation of CPSES, all Shift Supervisors and Assistant Shif t Supervisors will have participated in at least six weeks of this type of training or will have the required previous operating experience. CPSES is continuing to use the plant-reference simulator to evaluate and exercise normal, abnormal, emergency and initial startup procedures. Shift operating personnel will continue to be heavily involved in these evaluations and exercises.

Shift operating personnel have operated permanent Unit 1 equipment in support of the initial startup and preoperational testing effort and will continue this support on Unit 2.

Coordination between the Operations Department and the Training Department will continue in order to ensure that the training program is responsive to the needs of the plant and its operators. Problems involving trainees and training will be appropriately identified and documented and action will be taken to resolve deficiencies. k g 92g g g QPDR 45 x^u emurieu x1.rcrusc nawaur l0 E

The Shift Advisor program currently implemented at CPSES enhances current operating experien_ce. Also, the comprehensive training being conducted for all licensed personnel and for Shift Advisors provides the best assurance that shift personnel will remain well prepared to operate the station.

Because of the benefits and additional factors mentioned above which support the Shift Advisor concept, Texas Utilities will continue the use of Shift Advisors to enhance the on-shift experience at CPSES.
