Dear Mr. Martin:

L ' O River Bend Station - Unit 1 Docket No. 50-458 NRC I&E Bulletin 85-03 In a letter dated May 14, 1986 (RBG-23678) Gulf States Utilities Company (GSU) provided a preliminary response to item (a) of NRC I&E Bulletin 85-03 (IEB 85-03). As indicated in that letter, GSU requested an extension in order to utilize the BWR Owners' Group (BWROG) efforts in developing a generic position for meeting item (a) of IEB 85-03. The BWROG efforts have been completed and submitted to the NRC on September 2, 1986 (BWROG-8645, T.A. Pickens/BWROG to J.M. Talyor/NRC).

Attached please find GSU's completed response to item (a) of IEB 85-03. As provided in the May letter the program to complete items (b) through (d) is scheduled to be completed by November 15, 1987. The report required by item (f) will be provided within 60 days of completion of the program as required by IEB 83-03. Should this schedule change significantly GSU will advise the NRC.

As noted in the cover letter, the BWROG (of which GSU is a member) recently completed a generic position (NEDC-31322) for meeting item (a) of IEB 85-03. In the BWROG report,_the systems that are considered to be within the scope of IEB 85-03, (as applicable to River Bend Station) are the High Pressure Core Spray (HPCST System and the Reactor Core Isolation Cooling (RCIC) System. GSU hes utilized the BWROG report where applicable and has completed a final review of the HPCS System and

'RCIC System to identify the motor-operated valves (MOVs) and maximum differential pressures expected that are within the scope of IEB.85-03.

Page 2 of 3 NOTES (a) Based on the BWROG report (NEDC-31322), values are not provided when no active safety function (i.e., valve opening or closing) is required.

(b) Valve E51*C002 functions as the RCIC turbine trip and throttle valve. The function and active safety action of the RCIC turbine trip _and throttle valve is to trip closed when required to protect the turbine and pump. The motor operator on this valve is only used to reset the valve to the open position following a turbine trip. Because this valve is included in the River Bend ASME Section XI Surveillance Test Program, it has been included in this report for completeness.

Wete: The pressures provided in the table above, which are based on worse case scenarios, are conservative and may be reduced through more detailed analysis.

HPCS'- High Pressure Core Spray RCIC - Reactor Core Isolation Cooling

-(2) Valve Tag is a unique identifying number for each valve. The asterisk (*) in the number indicates a safety related (QA Category I) valve. l 1

(3) Size is the valve size in inches-as specified in the Design Specification Data Sheet (DSDS) for that Valve Tag No.

(4). Type is either gate or globe as specified on the DSDS.

'(5) Opening Differential Pressure is the maximum pressure differential expected to occur across a valve when the valve is required to

-open under worst case conditions.

(6) Closing Differential Pressure is the maximum pressure differential expected to occur across a valve when the valve is required to close under worst case conditions.
