(IDENTICAL LETTER SENT TO ADDRESSEES ON ATTACHED LIST)

Sir:

l Recently we hosted a workshop with senior executives from the utilities in Region IV. One of the topics raised was operator requalification programs. The discussion revealed that it might be useful to explore whether the questions in NRC administered requalification exams appropriately match i

the performance-oriented training that is now being provided in keeping l

with INP0 Accreditation.

i To this end, I propose to hold a workshop with the utilities of RIV on operation requalification programs and examinations here in our office on June 24, 1986, starting at 8:30 AM.

I believe that we can address issues of concern to both the utilities and NRC in a half-day session but we will be prepared to stay with it longer if necessary. I have enclosed an agenda. I suggest attendance by one or two of your training people who prepare and grade exams.

If you have any questions or suggestions please call me at 817-860-8106 or Ralph Cooley at 817-860-8147.

e REQUALIFICATION/ EXAMINATION WORKSHOP Introduction-(15 min.)

Eric Johnson Description of Performance-Based Training (30 min.)

Utility Representative Examination Questions

  • All Other Matters All Since this workshop is aimed at establishing a common understanding on depth and detail of examination questions, we would appreciate the following:

(1) We intend to update our exam bank so we need each utility to provide us with those questions that have appeared on NRC exams that are technically faulty;.

(2) A copy of the utility exam & question bank for our use; (3) Samples of NRC questinns that the utility training staff feel are not appropriate measures of the ability and knowledge of the person being tested, along with how these questions would be rewritten to make them appropriate.

Such categories of questions might be those covering inappropriate material or those stressing too much detail and not enough depth of understanding.
