This preliminary notification constitutes EARLY notice of events of POSSIBLE l safety or public interest significance. The information is as initially i received without verification or evaluation, and is basically all that is  !

known by Region III staff (Lisle Illinois) on this date.

LICENSEE COMPLETES ASSESSMENT OF OPERATIONS STAFF On April 17, 1997, the licensee informed the Zion Station staff of the l results of its Operations Assessment of the licensed and non-licensed '

operating staff.

The licensee assessed 187 employees, both in management and bargaining unit positions. About 25 percent of those reviewed are being removed from their positions, although some may be returned following remedial training.

Of the 187 employees evaluated. 141 will receive an intensive three-week training program. The initial group of employees will begin the program on April 28 with additional sessions to follow.

Of the remaining 46 employees,14 will leave the Zion staff for positions ,

within the utility organization or outside it: 6 management employees l l

will be reassigned to new positions in the Operations Department: 4 '

bargaining unit employees will be reassigned outside the Operations Department: and 22 will participate in a remediation program.

The licensee has also requested the termination of the NRC licenses for three NRC-licensed individuals who were involved in the February 21, 1997. control rod incident during the Unit 2 shut down. (

Preliminary Notifications PNO-III-97-10 and 10A) Two of the individuals held senior reactor operator licensees and the third held a reactor operators license.

The States of Illinois and Wisconsin will be informed. The information in this preliminary notification has been reviewed with licensee management.

The resident inspectors were informed of tne results of the assessment process on April 17, 1997. This information is current as of 1:30 p.m. on April 18, 1997.
