PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-III-86-110 Date September 30, 1986 h M0 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region III staff on this date.

FLOODING IN NORTHEASTERN ILLIN0IS As r:sult of significant rainfall in the Chicago area over the last few days, considerable flooding has occurred in Northeastern Illinois including the vicinity of the Zion Nuclear Gen: rating Station. As a result of this, the State of Illinois has expressed concern regarding the viability of emergency evacuation routes for Zion. There have been several conversations among Region III, the State of Illinois and Comonwealth Edison Company regarding this concern.

The flooding has had no effect on the operation of Zion Station. Unit 1 is shut down for refueling, and Unit 2 is operating at 99 per cent power.

Bastd on information from Comonwealth Edison, Region III contacts with the Lake County Emergency Services and Disaster Agency, FEMA-Region V, the U.S. Corps of Engineers, and the direct observations by NRC Resident Inspectors it has been determined that most roads are open and sufficient evacuation routes are available. It has also been determined that the Des Plaines River has crested and begun to recede. Although additional rainfall is expected on W:dnesday, Thursday, and Friday, this may not cause the river to rise again in the areas of current coni.ern.

Commonwealth Edison Company has begun 24-hour monitoring of the situation from the Westinghouse Emergency Operations Facility, located at the Zion Nuclear Generating Station, and added an additional Nuclear Station Operator (NS0) to the Control Room staff. The Unit 2 Reactor is being maintained at steady state conditions.
