'D rn13 l PREL'MINARY' NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-III-86-13 Date February 20, 1986 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety cr public interest significance. The information is as initially received without IN verification or evaluation, and is basically all that is known by the Region III staff on this date.

DIESEL GENERATORS INOPERABLE IN TESTS Tha licensee declared an Unusual Event under its emergency plan at 9:25 p.m.,

February 19, 1986, when both of the Unit 2 diesel generators and the Unit 1/2 shared diesel wera declared inoperable. The licensee began shutting the unit down in accordance with the plant's Technical Specifications. (Both Unit I and 2 were operating at 99 per cent power.)

Tha 28 diesel generator was declared inoperable during a surveillance testing as a result of blown fuses on an annunciator panel (although the diesel generator would have started automatically, if required). The 2A diesel generator also failed to operate properly during subsequent testing. The shared diesel (designated 0) was started successfully, but then tripped for an unknown reason.

Both of the Unit I diesel generators were successfully tested.

Tha licensee discovered a partially closed fuel line valve on the 2A diesel generator. Once the valve was opened, the 2A diesel was successfully tested. The licensee then terminated th2 unusual event classification at 12:30 a.m., February 20, 1986.

Both Unit 1 and 2 remain in a 7-day Limited Condition of Operation because the cause of the shared diesel generator (0) failure has not been determined. The 0 generator was satisfactorily tested, but the licensee was unable to duplicate the trip.

The failure of the diesel generators is being reviewed by the Resident Inspector and by the R;gion III (Chicago) staff.
