PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-III-87-18 Date February 2,1987 D+lB \

This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region III staff on this date.

Subject:

THREAT At 12:15 p.m. (EST), January 30, 1987, the headquarter's duty officer received a telegram addressed to Harold Denton, director of the NRC's Office of Nuclear Reactor Regulation.

The telegram was from an individual who said he was joining petitioners who had sought information about Zion, and that if Mr. Denton did not make the information available by 6 p.m. "this evening...the Zion Nuclear Plant shall be closed. This is a final warning..."

Region III (Chicago) and the Information Assessment Team (IAT) were notified. The Commissioners assistants also were briefed by Region III.

R:gion III considered the threat to be credible and requested the Chicago office of the Federal Bureau of Investigation (FBI) to investigate the incident. The licensee was provided with the information and requested to increase the security awareness on site until 7:30 a.m., February 2, 1987.

The FBI located the individual and interviewed him at approximately 6 p.m., January 30.

He voluntarily agreed to seek psychiatric treatment at a local hospital.

Region III. dispatched a security specialist and senior resident inspector to the site over the weekend to verify the licensee's augmented security measures. No incidents occurred over the weekend and the licensee has returned to a normal security posture.

Tha State of Illinois will be notified.
