NOTICE OF VIOLATION Commonwealth Edison Company Docket Nos. 50 295; 60 304 Zion Generating Station, Units 1 and 2 License Nos. DPR 39; DPR-48 As a result of an inspection conducted on January 20 23,1998, a violation o,' NRC require-monts was identified. In accordance with the General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG 1600, the violation is listed below:

Technical Specification 6.2.2.A requires, in part, that radiation control procedures be prepared and implemented, which are consistent with the requirements of 10 CFR Part 20.

Step G.4.dd of procedure ZRP 5822-07 (Revision 2),

  • Calibration of the NE Tec i jyIPM 8 Whole Body Frisking Monitor," requires thu performer to reset the personnel coni mation monitor to the initial settings, prior to performing the instructions contained in Section G.5.

Step E.2.3 of procedure ZRP 5710-02 (Revision 3)," Control of Materials For Conditional or Unconditional Re! ease From Radiologically Posted Areas," requires that items unconditionally released from radiologically posted areas be surveyed with instrumentation having a detection capability of 5000 disintegrations per minute (dpm) per 100 cm' total contamination and 1000 dpm per 100 cm' removable beta / gamma contamination.

Contrary to the above:

a. On January 15,1998, a radiation protection technician performed a calibration of an Auxiliary Building exit personnel contamination monitor (NE Technology IPM ',) and ad to reset the monitor to the initial settings, prior to performing Section G.5 of

b. On . iuary 18,1998, two security officers unconditionally removed two clipboards from the radiologically posted area without performing a survey of the clipboards.

This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, Commonwealth Edison Company is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington D.C. 20555 with a copy to the Regional Administrator, U.S. Nuclear Regulatory Commission, Region lil,801 Warrenville Road, Lisle, Illinois 60532, and a copy to the NRC Resident inspector at the facility which is the subject of this Notice, within 30 cays of the date of the letter transmitting this Notice of Violation (No' ice). This reply should be clearly marked as a " Reply to a Notice of Violation" and raould include for each violation (1) the reason for the violation, or, if con %sted, the basis for disputing the violation or severity !ovel, (2) the corrective steps that have been taken and the results achieved, (a) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.
