April 3, 1978 PREl.IMINARY NOTIFICATION OF SAFEGUARDS EVENT--
PNS-78-15 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Commonwealth Edison Company Quad-Cities Unit Nos. 1 & 2 (DN 50-295 & 50-304) Cordova, IL
Subject:
GRAND JURY INVESTIGATION, SOUTHERN DISTRICT, SPRINGFIELD, ILLIN0IS The Grand Jury investigation into alleged security deficiencies at the Quad-Cities Nuclear Power Plant in 1977 will commence this week.
Previous Preliminary Notifications PNS-77-19 (4/21/77) and PNS-77-19A (4/28/77) were issued describing the alleged security deficiencies as outlined by the press.
RIII and the FBI conducted separate investi-gations concerning the allegations.
On March 31, 1978, a U. S. Marshal served " Subpoena to Testify Before Grand Jury" to.the Regional Director (RIII-Chicago), Safeguards Branch Chief and the Chief of the Security and Investigations Section.
- Also, one Physical Security Specialist was previously sworn as an agent for the Grand Jury to assist in preliminary evidence gathering for the

U. S. Attorney.
Another Physical Security Specialist will be served

with a subpoena to testify on April 4,1978.
Cl It is anticipated that there will be extensive news media coverage of this Grand.'ary Investigation. This PN is being issued to alert the Commission of this potential publicity.
