October 6, 1978 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT-- PNS-78-49

DEMONSTRATION BY ANTI-NUCLEAR GROUPS AT ZION STATION On Saturday, October 7, 1978, a demonstration will take place at the

. Zion Generating Station, Zion, Illinois (a dual reactor site on the western shore of Lake Michigan approximately 40 miles north of Chicago).

The demonstration is being sponsored by the Bailly Alliance - Illinois and the Chiwaukee Radioactivist Alliance. Approximately 200-300 pro-testors are expected, but this could vary depending upon weather con-ditions. The demonstration sponsors have conducted classes in non-h violent civil disobedience and it is anticipated that there will be a blockade of the main roadway leading to the plcnt from 2:00 p.m. to 3:30 p.m. It is also expected that some acts of civil disobedience could occur which may result in arrests.

The licensee will have its f011 complement of guards on duty augmented by the Zion Police Department, during the demonstration. Pre-planning discussions for coping with this demonstration involved the licensee, Zion Police, Illinois State Police, and the Sheriff of Lake County. p The Westinghouse Nuclear Training Reactor is also situated on the main i road leading to Zion Station. This licensee is aware of the demonstration and of the possibility of being targeted as a secondary point of demonstra- g tion or civil disobedience. The Zion Police will have patrol vehicles q on the Westi.nghouse property during the demonstration at Zion.

News media coverage is expected. The Chicago Field Office of the FBI and the State of Illinois has also been notified.

The IAT has been notified.

This information was received by RIII from Security Personnel of CECO and Westinghouse during several telephone conversations during the past week.
