AIT TO REVIEW IMPROPER CONTROL ROD MOVEMENT DURING REACTOR SHUTDOWN 1

i An NRC Augmented Inspection Team (AIT) was dispatched to the Zion Station to review the control rod movement incident that occurred on l February 21, 1997. (See previous PN for details.) The AIT conducted an entrance meeting with licensee management on February 25, 1997. The AIT, led by an NRC Region III branch chief, consists of seven members from NRC Region III. Headquarters, and Training Center with extensive ,

experience in plant operations, human factors, operator training, and l engineering. 1 The licensee also formed an event investigation team led by Jack Brons, Comed Vice-President Nuclear Support. The licensee's team consists of 11 members froiii Zion and other Comed stations, as well as the Comed corporate organization.

The NRC issued a Confirmatory Action Letter on February 25, 1997, which requires, prior to the startup of either Zion unit, that the licensee discuss the event investigation results, associated generic performance concerns, and corrective actions with the NRC and implement a remediation plan. Both Zion units are currently in cold shutdown.

There has been news media interest in the incident. Region III issued a news release on the formation of the AIT.

The State of Illinois was notified of the event. The information in this Preliminary Notification has been reviewed with utility management.

Region III was notified of this incident at 11:00 a.m. on February 22, 1997 by the Senior Resident Inspector. This information is current as of l 9:00 a.m. on February 26, 1997.
