SAFETY EVALUATION FOR PROPOSED ALTERNATE ENERGENCY OPERATIONS FACILITY LOCATION - DAVIS-BESSE NUCLEAR POWER STATION, UNIT NO. 1 (TAC NO. M98706)

Dear Mr. Woods l

During a November 1996 emergency preparedness inspection at the Davis-Besse Nuclear Power Station, Unit No, 1 (see Inspection Report 50-346/96-11 dated January 5,1997), the NRC detarmined that Toleda Edison Company, Centerior Service Company, and The Cleveland Electric Illuminating Company, the licensees for Davis-Besse, had deviated from a comitment to provide a backup emergency operations facility (EOF) for the site. In a letter dated February 21,1997,- as part of its corrective actions, the licensees proposed to either establish a backup E0F meeting the requirements of Supplement 1 to NUREG-0737 or submit a request to the NRC to allow the use of an alternate location (alternate EOF) in lieu of a backup E0F. By letter dated May 1, 1997, as supplemented and amended by letters cated July 21, 1997, and April 14, 1998, and by facsimile dated March 10, 1998, you submitted a request to the NRC for approval of an alternate EOF location.

The staff has completed the review of the proposed alternate E0F and has determined that it meets the Commission guidance to the staff for alternate E0Fs as outlined in the NRC memorandum from S. Chilk to W. Dircks, "SECY-81-509 - NUREG-0696 Criteria for Emergency Operations Facilities for /

Nuclear Power Reactors," dated September 30, 1981. Therefore, the staff has conclud?d that the requested exception from the EOF location criteria provided in NUREG-0737, Supplement 1, is acceptable. Details of the evaluation are /

contained in the attached safety evaluation.

Your letter of April 14, 1998, indicates that you have discussed the use of /

the alternate EOF with the State and local officials within the plume exposure emergency planning zone. You are encouraged to coordinate with these officials to discuss the potential need to update their emergency plans due to the use of the altern&te E0F.
