dated' July 3,1997. We have reviewed these comments and revised the SE to address BECo's comments. We did not address all of your comments as several of them were clarifications for which the sa3 felt the original SE was sufficient. The changes, in general, clarified or corrected statements in the SE. .The changes did not modify or change any of our conclusions'with

regards to the Amendment. Therefore, the staff concludes that the proposed statements do not invalidate the following conclusions reached in the staff's safety evaluation of July 3,1997: (1) there h: reasonable assurance that the hea;th and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the
