Facility Operating License No NPF-44, Docket No. 50-423 Gentlemen: I STEAM GENERATOR TUBE PLUGGING This special report is being submitted within 15 days pursuant to Millstone Unit 3 Technical Specification Section 4.4.5.5.a. Plant Technical Specifica-tion 4.4.5.5.a requires a special report be submitted to the NRC following the completion of each inservice inspection of steam generator tubes and the number of tubes plugged in each steau generator.

The end-of-cycle I eddy current inspection was completed on November 24, 1987.

Table 1 summarizes the results. A total of 2,054 tubes (9 percent of total) were inspected from all four steam generators. No flaws greater than or equal to the Technical Specification plugging limit of 40 percent throughwall (TW) were identified; however, 2 tubes were plugged on a discretionary basis (Steam Generator A Row 50 Column 94, and Steam Generator D Row 48 Column 98). These tubes exhibited flaws of 34 percent and 32 percent TW, respectively and were located adjacent to antivibration bars.

The complete results of the steam generator tube inservice inspection will be submitted within 12 months in accordance with Plant Technical Specification 4.4.5.5.b.
