Subject:

Disestablishment of SafeTeam Program at Clinton Power Sta tion

Dear Mr. Keppler:

In June 1984, Illinois Power (IP) instituted the SafeTeam program at Clinton Power Station (CPS). This program was insti-tuted during the construction phase of the project with the intent to provide employees a method to identify their concerns to IP independent of the IP Nuclear Program. This program was operated in conjunction with two established systems at CPS: the Quality Report system - originated in February 1982 and the Illinois Power Quality Concern Hotline - established in November 1983. Quality Reports provide confidential access to the Executive Vice Presi-dent, Illinois Power, and the Hotline provides confidential access to the Vice President through the Manager - Quality Assurance.

Effective October 28, 1986, the SafeTeam Interview Program at CPS was disestablished. Although the SafeTeam program no longer exists, methods remain which provide employees an opportunity to confidentially express quality issues.

Illinois Power will continue to emphasize the importance of employees reporting their concerns and will provide confidential programs to resolve these concerns.

well thought out in advance. Additional experience and l

continuing top management oversight is needed to achieve a more effective quality program for plant operations.

The licensee has maintained three allegation processing programs throughout the assessment period. NRC inspection of the Clinton Safeteam identified a number of programmatic problems but no deficiencies that affected plant hardware.

Additional reviews of the licensee's other allegation processing programs (the IPQA ' HOTLINE" and the Quality Report Program) have resulted through NRC inspection of allegations.

Those progrees have been generally effective in resolving both hardware and construction program concerns. The Itcensee intends to discontinue the Safeteam in the near future but intends to retain their other allegation processing programs.

During portions of three inspections, three allegations were reviewed in this functional area including auditor 23 84
