Revisions to Clinton Power Station Initiatives for 1990 l

In the response to the Operational Safety Team Inspection (letter U-601615, dated February 28, 1990), the response to the Systematic Assessment of Licensee Performance (letter U-601609, dated February 23, 1990) and the response to Notice of Violation in NRC Inspection Report

50-461/89032 (letter U-601572, dated December 21, 1989), and during management meetings of Illinois Power Company (IP) and NRC officials, IP discussed planned actions to improve the effectiveness of the Clinton Power Station (CPS) Corrective Action Program. IP additionally included this goal and the associated actions in its CPS Initiatives for 1990.

The purpose of this letter is to inform the NRC of revisions to the CPS Initiatives for 1990 to improve the Corrective Action Program effectiveness. After reviewing the status of the Corrective Action Program improvements, IP determined that additional actions were

required to further enhance the program. The revisions made to improve l the effectiveness of the Corrective Action Program are summarized below.

A requirement to factor the Corrective Action Task Force " lessons learned" into the Corrective Action Program was added to the initiatives. This action is expected to be completed by June 29, 1990.

The Centralized Commitment Tracking System has been upgraded to improve its use as a management tool and to require that all actions committed to external agencies, and actions specified in (

Condition Repcrts, be included in the system. The system upgrade became effective May 2, 1990.

. The scope of the review being performed by the Corrective Action Task Force has been increased to include Quality and Quality 1 Significant Condition Reports closed between December 2, 1984 and February 21, 1990. The expected completion date for this action remains June 1,1990.

In view of the additional actions, the expected completion date of .

~t he audit to be performed by QA, with external assistance, to determine the effectiveness of the improvements in the Corrective Action Program has been extended. The audit is now expected to be completed by September 15, 1990. (The previous ev.pected completion date was July 2,1990.) This extension will allow implementation of a majority of the corrective actions.
