Dear Mr. Dyer:

Enclosed is a copy of the Final Report for the November 18,1998. Biennial Radiological Emergency Preparedness (REP) Exercise fbr the Clinton Nuclear Power Station. The State of Illinois, DeWitt, Macon, McLean and Piatt Counties participated in this exercise. Illinois Power, the utility operator, also participated in this exercise. Copies of this report were transmitted to the to the Nuclear Regulatory Commission's (NRC) National Office, the Federal Emergency Management Agency's (FEMA) National office, and the State ofIllinois.

There were no Deficiencies. Two new Areas Requiring Corrective Action (ARCAs) were assigned to the State ofIllinois. One ARCA for the State ofIllinois and two prior ARCAs fbr Macon County were resolved. A detailed discussion of the new ARCAs can be found in part four of the final report.

Based on the results of the November 18,1998 exercise, the offsite radiological emergency j l response plans and preparedness for the State ofIllinois, DeWitt, Macon, McLean and Piatt l Counties, site-specific to the Clinton Nuclear Power Station can be implemented. These plans j are adequate to provide reasonable assurance that appropriate measures can be taken offsite to l l- protect the health and safety of the public.

Therefbre Title 44 of the Code of Federal Regulations (CFR), Part 350, approval of the State site-specific offsite radiological emergency response plans and preparedness fbr Clinton Nuclear Power Station, granted on August 3,1987, remains in effect.
