This refers to our letter to you dated September 6,1985, which indicated that we would initiate action to examine the facts and circumstances surrounding your Station.concerns relative to the test program at the Hope Creek Generating Company, dated September 6,1985 andCopies January 8,1986.Part of are attached.

The company responded by letters dated October Copies of these responses are also attached. 24, 1985 and March 21, 1986 .

We understand that you have already seen at least the first of these responses.

Based on review of the correspondence and feedback from our inspectors on site it would appear that the potential safety issues you identified were already ,

being resolved or were subsequently resolved, in a manner consistent with the site quality and pre-operational test programs. Our Of fice of Investigations also conducted an inquiry into your concern regarding fa existed.

we have also enclosed several additional inspection repor observations pertinent to your concerns at Hope Creek.

These include: the Technical Specification review (December 1985, report 85-64); the As-Built verification inspection (December 1985, report 85-58); and, resident inssiection reports 86-47 (Para. 8) and 87-05 (Para. 9). In addition to the reports enclosed, over two dozen NRC inspections have examined surveillance pr operational, and startup test activities in the areas of your concer,ns.e-We believe that the specific tachnical concerns you identified have been resolved satisfactorily and plan no further action on them.
