ENCLOSURE 1 NOTICE OF DEVIATION Georgia Power Company Docket Nos. 50-424 and 50-425 Vogtle License Nos. CPPR-108 and CPPR-109 The following deviation was . identified during a Nuclear Regulatory Commission (NRC) inspection conducted on July 21-25, 1986.

FSAR Section 9.5.4 states that the Vogtle fire protection quality assurance program will be integrated into the overall Vogtle quality assurance program as described by FSAR Section 17.1 for construction and FSAR Section 17.2 for operations. FSAR Table 3.2.2-1 Note "v" states that the quality assurance program to be applied to fire protection systems complies with NRC Branch Technical Position CMEB 9.5-1, Appendix A. FSAR Appendix 9B Section C.4 states that the Vogtle fire protection quality assurance program will be a part of the overall_ plant quality assurance program.

Contrary to the above, the following fire protection installation features are not being installed under a quality assurance program as stated in FSAR Section9.5.4:

Fire detection system Structural steel fire proofing Seismic gap penetration seals in fire barriers Please provide in writing within 30 days of the date of this Notice a description of corrective actions regarding this deviation, actions taken to avoid further deviations, and the dates when these actions were or will be completed.
