NOTICE OF DEVIATION
Georgia Power Company
Docket Nos. 50-424 and 50-425
Vogtle
License Nos. CPPR-108 and CPPR-109
The fdllowing ' deviation was identified during an inspection conducted on
February 25 - March 1, 1985.
The Vogtle Final Safety Analysis Report (FSAR) contains the following
commitments to fabricate and construct safety-related structures in
accordance with AWS DI.1 welding requirements.
FSAR Section 3.8.3.2.1, Codes and Standards, lists American Institute of
Steel _ Construction (AISC) specification for design, fabrication and erection
of structural steel for buildings.
The AISC specification in turn
references AWS D1.1 for welding and inspection requirements.
FSAR Section 3.8.3.2.5, Industry Standards, states, in part, "... and
American Welding Society (AWS) are used to specify material properties,
testing, procedures, fabrication and construction methods." The implementing
. site document is Bechtel Power Corporation (BPC) specification X4AJ01,
Appendix VC, which lists AWS DI.1-1979 edition as the code of record.
Contrary to the FSAR commitments, the licensee's site specification X4AJ01,
Appendix .VC, excluded porosity as cause for rejection of safety-related
structural welds, with the result that on Feburary 27, 1985, the welds
connecting piece B5 to piece P201 on the Unit I containment pipe rack,
R0006, were accepted by quality control inspectors even though the welds
contained porosity clusters which were rejectable by AWS D1.1-1979
requirements.

Please provide, in writing within 30 days of the date of this Notice, a
description of corrective actions regarding this deviation, actions taken to
'
avoid further' deviations, and the dates when these actions were or will be -
completed.

Security or safeguards information should be submitted as an enclosure to
facilitate withholding it from public disclosure as required by 10 CFR 2.790(d)
or 10 CFR 73.21..
