Dear Sir:

By letter of January 6, 1986, NRC requested a submittal date for the revised Summary Report for Detailed Control Room Design Review (DCRDR). Boston Edison representatives discussed this with you during your visit to Pilgrim Station on March 4, 1986 and with Mr. Paul Leech in a meeting on April 18, 1986. As explained in those meetings, it is our intention to re-screen the iluman Engineering Discrepancies (HED's) using a more detailed process than was previously used. This new process is being employed to provide improved documentation of the screening criteria and results, establish a more quantitative basis for setting priorities, and to incorporate cost-effectiveness considerations into the process.

Consequently, we will be able to submit a supplementary summary report based upon the re-screening plus additional planning and budgeting. The report will be submitted within four (4) months following the end of Refueling Outage 7 and will include:

a) Implementation scope and schedule for identified corrective actions.

b) In the case of HED's or groups of HED's which involve complex cumulative and interrelated design solutions that will not have been resolved by the time of the supplemental report submittal, the report will identify the scope and schedule for resolution.

c) Scope of HED's for which no corrective action will be taken ard the basis for that decision.

Therefore, BECo believes that the NRC review of this is part of multiplant action (MPA) F-71, and not a plant specific review of the Pilgrim submittal; we request that the fee determination be made in accordance with guidelines for multiplant actions.
