Dear Sir:

In Reference (c), we advised that the completion of the NRC's SSPSA review would be supported even though it was recognized that a PSA is not a licensing requirement. As a result of this commitment we have under-taken, with the assistance of our PSA consultant, a review to address in detail the dra't LLNL report.

Accordingly we have provided herewith our report entitled " Responses to NRC/LLNL Review of Seabrook Station Probabilistic Safety Assessment".

This report is composed of a main report and an appendix (Appendix A).

The main report summarizes our conclusions regarding Appendix A and responds to any concerns raised in the NRC's Draft Staff Summary re-port. Appendix A provides a detailed response to the LLNL draf t report.

l If as a result of our submittal, the Staff intends to continue its SSPSA review and issue a final report, we would suggest that a meeting be held to discuss the report and our responses more fully given the voluminous nature of both the LLNL report and our responses. As we stated at our meeting of November 14, 1985, we are prepared to respond further to the Staff's needs regarding the SSPSA review.

We are continuing our ef forts to enhance our understanding of risk levels and the factors that contribute to these levels. One source of input to our future risk management activities will be the LLNL report.
