, on August 6, 1986, Duke Power Company requested amendments to the Catawba Units 1

% and 2 Facility Operating License (FOL) Nos. NPF-35 and K ?-52, respectively. The propoged amendments were needed to incorporate the recommendations and conclusions contained in the Staff's Safety Evaluation Report on Operability / Reliability of Emergency Jiesci Generators manufactured by Transamerica Delaval, Inc., which was M

transmittod by I'r. K. N. Jabbour's letter of July 2, 1986. This document was later published as HU.1EG-1216.

On October 21, 1986, the NRC issued Amendment 16 to FOL NPF-35. This amendment incorporated applicable portions of the sample license condition as stated in Appendix B of NUREG-1216. It was noted that the requested Amendment for Catawba Unit 2 vas ut1'11 under Staff review. The purpose of this letter is to amend and supplement fche August 6, 1986 license amendment request for Catawba Unit 2.

In the interest of maintaining uniformity between er,sentially identical units, it is requested that the NRC amend license condition 11 and Attachment 1 of FOL NPF-52 as was previously done on Catawba Unit 1 except un discussed below.

Revision of lictnse condition 11 and Attachment 1 to reflect the sample license condition ot NUREG-1216 would not involve substantive changes with the exception of Items (6) and (7) of Attachment 1. Item 6 requires special inspections of the number 7 main bearing in diesel generator 2B. These inspections were mandated by the Staff as a result of two failures of this bearing during preoperational testing. Since that tima the 2B diesel has been started many times and has accumulated significant operating hours with no further bearing problems. The number 7 bearing will be inspected at the first refueling outage as required by the current license condition. Assuming satisfactory results at this inspection, Duke would then request a license amendment to discontinue future inspections of this bearing. generators beyond the first refueling outage based on the Staff's review of the Owners Group ger.eric findings and Duke's implementation of the Owners Group recosamendations. The Staff's review of the Owners Group program was addressed in NUREG-1216. By letter dated August 1, 1986, Duke addressed implementation of the Owners Group program. The Staff's review of Duke's implementation of Owners Group program was discussed in the safety evaluation that accompanied Amendment 16 to NPF-35. Therefore Ices (7) is no longer needed.

, p It is therefore, requested that license condition 11 and Attachment 1 to FOL NPF-52

be amended as discussed above. ,These changes are needed prior to restart from the first refueling outage. This autage is currently scheduled to begin in late December, 1987 and to be completed in early March, 1988.

This requent is supplemental to the August 6, 1986 amendment request; therefore the

$150. application fee previously submitted applies to this submittal as well.

Pursuant to 10 CFR 50.91(b)(1) the appropriate South Carolina State Official is being provided a copy of this amendment request.
