DOCKET NOS. 50-325 AND 50-324 During the past four years, NRC has had a contract with the Boise Interagancy Fire Center (BIFC) to establish / evaluate emergency communications. These evaluations include plans for minimizing the time required for the development of an NRC radio equipment and/or BIFC radio equipment as well as augmenting' response personnel in the event of an emergency or during an exercise.

BIFC personnel have conducted site Radio Frequency Interference (RFI), Electro-magnetic Interference (EMI) and radio equipment placement surveys at your sites.

These surveys provide guidance on the installation and use of HF and VHF radio communications during an emergency condition at a reactor site.

BIFC Survey findings and recommendations for your Brunswick site is attached as Enclosure 1. Region II requests your assistance in estimating the cost of implementing these recommendations. Based on the cost estimates gathered, Region II may request licensee installation.of these systems in the near future.

NRC Regional and Nationa'.1 Radio Support Cache Equipment

) 1. MJunt[a Sinclair4 5RL 229 antenna or equivalent on the top of the 75 foot tower that is to be installed on the ea'st side of the new EOF Building.

'2. Establish a direct cable ' path from this antenna to the NRC area inside the EOF. It is recommended that four inch conduits be utilized to establish all N or part .of the cable , paths. This large conduit would allow for future b, t growth.

3. Once the: cable path has been established, 1/2 inch foam Heliax cable should b'e run' from the antenna to the NRC area in the EOF. The cable should be
s. , ' terminated at the NRC area in a UHF male connector.

4. At'.the E0F, the licensee should install one, two pair shielded 18 gauge

< 1, - cable from the NRC room in -the EOF to a point near the mounting plate for s the high frequency singl'e-side-band antenna. The two cables should be teFrainated inside the NRC room and on the roof with WE 742 wire junctions.

The circuits should be permanently reserved.for NRC use and the terminations so marked.

The NRC should supply the WE 742 wire junctions to the licensee to insure system
