ATWS RULE (10 CFR 50.62) IMPLEMENTATION SCHEDULE Re: Brunswick Steam Electric Plant, Unit 1 By letter dated January 7,1987, you provided your proposed schedule for full implementatbr, of the ATWS requirements of 10 CFR 50.62 for Brunswick Steam Electric Plant, Unit 1 (Brunswick 1). You stated that although the standby liquid control system modifications required by the ATWS Rule will be implemented during the ongoing Reload 5 outage, the other requirements will not be implemented until the Reload 6 outage currently scheduled to begin on December 24, 1988. Since this proposed schedule results in full implementation later than the second refueling outage after July 26, 1964, a justification for delay until the third outage (Reload 6 outage) is required by the ATWS Rule.

We have reviewed the justification for the proposed implementation schedule provided in your January 7,1987 letter. In that letter you note that the recirculation pump trip (RPT) design proposed for Brunswick 1 does not meet the exact specifications of either of the alternative designs approved by the October 21, 1986 NRC Safety Evaluation of Topical Report NEDE-31096-P,

" Anticipated Transient Without Scram: Response to ATWS Rule, 10 CFR 50.62."

On December 11, 1986 you learned that additionsl information would be required for NRC staff consideration of the RPT design being proposed at that time for Brunswick 1. Because the Reload 5 outage was scheduled to begin February 13, l 1987, you proposed to delay implementation of the RPT modifications to allow  ;

reconsideration of the design by your staff and further review by the NRC. I Since the alternate rod injection (ARI) system ATHS modification shares common instrumentation sensors with the ATWS RPT modifications, you also propose to implement the ATWS ARI modifications during the Reload 6 outage.  !

4 Based on our review of your January 7,1987 letter and considerations of the added resources and outage delay that would be incurred by implementation during the current outage, we conclude that your justification is adequate, and that full implementation of the ATWS modifications for Brunswick 1 during the -

third reload outage after July 26, 1984 (Reload 6) is acceptable.
